Is it surprising to you that people don't wear them? I loved my guild (RIP) but never felt any interest in advertising that fact.
Enjoy, no judgment here. Just not my cup of tea.
They need to work with costumes/disguises. Until then, I'll never buy one.

Personally, I like the guild tabard system, however, I am not interested in wearing one. I like the costume or armor I have on costumes and are not interested in having a tabard over them. It is very likely the same reason a number of player have. There is a reason costumes are sold in the crown store.

The colors are limited, dull, and suffer the same issues as the dye system (they don't dye correctly), they can't be used with/interfere with costumes and armor. The system needs an overhaul.
People should be able to choose a shield emblem, small waist flag option, full on tabard after purchase so they can choose how it interacts with their armor/costume and not just be stuck with a giant intrusive apron.
They need to correct the way the colors apply and add more options. They library of symbols needs improvement.
I wish it could be worn over costumes. Most drop sets are damn ugly, so even on raid nights more than half of the party is in costume, preventing us from wearing the tabards. Shame for ugly gear outweighs pride for guild

I'd appreciate that issue fixed and guilds should have the option of having guild heraldry shield costumes, guild homestead decoration banners and guild heraldry barding on mounts.
Not holding my breath though. ZOS seem more interested in coloured hair and PVP 'balance' nerfs on PVE than on giving players what they want.
I'd never even heard of it before now, and now I'm having to go look it up. My guild never mentioned it so I guess we don't use it? I'anno.

Other than that I'm pretty happy with them.

I believe in-game incentives would not only be a great addition to the guild system but would also go a long way to foster guild pride and representation. Should capes be a "GM only" feature? (jokes)
I love that the game gives me the option of wearing a guild tabard. I'm always a fan of more appearance options.
That being said, there are two reasons I don't like ESO tabards that ultimately leadS to me NOT wearing them:
- The tabards are shaped like Old English (medieval knight) tabards, and are extremely dull, and unoriginal. They remind me too much of WoW's tabards. Just bland. It doesn't even look like "CLOTH" material.
- All the guild icons suck. They are simplistic looking, lack detail, and there is not a single Icon that appeals to me so much that I'd use it to cover my highly detailed, badass looking armor.
- P.S. I would rather have had CAPES. I would never take my cape off.
Seriously, bland, and not worth covering your highly detailed armor. In such a highly detailed game in which we can see the stitching of various clothing, the tabards do not look like cloth. They look like a sheet of paper.

It shouldn't be a tabard at all but instead an optional customized dye station option for costumes and gear that toggles on/off
The cosmetic gear is always going to outshine tabards unless tabards are mixed into the motif system which should mean, do away with them
Whether I’m chilling in town, exploring Tamriel, or fighting the Dominion and Covenant hordes in Cyrodiil, I’m always amazed at how many players do not wear tabards. Sure, there are many who wear their colours loud and proud, but around 50% (from what I see) of players appear ‘guildless’. Why is this? This led me to critically think about our guild tabard system. I came to the conclusion that there may or may not be a simple answer and perhaps there are multiple factors that contribute to the current situation.
