To paraphrase what @ZOS_BrianWheeler said a while ago, Siege doesn't stack due to the fact that each piece of siege has it's own health and therefore it's own unique item, or something along the lines of that.

Also, they can't stack in inventory but they can stack in quick slots? I admit I know nothing of game design but this seems odd.
