New character creation and CPs

I have just created a new character and the character automatically inhereted all of the CPs.
Aren't CP only available after a character reached level 50? From what I remember, when I was leveling my 2nd character, he didn't have any CP available to distribute (from the main char) and such option was only available after I reached level 50. Then, the 2nd character automatically had all of the CP from the main char. But in this case, this newly created character can learn all of the CPs while only being level 3
Is it supposed to be like that?

    We've always been able to allocate our CP on newly created characters, we just can't gain any CP on anyone below level 50.

    CP are account bound and available on all characters. They are only earned after hitting level 50.

    Yep, for as long as I remember CP's have been account wide. I only started at console release soooo maybe it was different before that!?

    Yes, you can allocate your CP into your baby level 3 and make him more powerful. Once you hit that CP, every character you have can access it. Even brand new ones.

    So that means that while dueling new players who do not have their main chars and thus CPs they would be at huge disadvantage?
    What about non-vet campaigns by the way, they are off CP, right?

    Right. It's always fun to surprise some overconfident vet who thinks he's about to clobber my level 10 toon, when in fact I've got 475 CP behind me.
