Like Paul said, deathmatches often do not start. They just sit there showing "waiting for more members" even after all groups are full. Eventually people leave them, which probably shows up in your statistics as people quitting.
Below is embedded a current screenshot of the leaderboards as of a few minutes ago. The difference here is very significant.
You literally have to combine the top 7 death match scores to equal the top flag games score.

Since July 10 have play 50+ battlegrounds and have not been able to play one death match in that time. 2 time it indicate it was death match but it never started, was waiting for 12th play and I left after waiting 15 minutes. This is not normal there is an issue with death match

Ever since last week's patch that fixed the queue Deathmatch has seldom appeared. The first one my group was placed into after the problem started was a bugged match. Two teams filled but the third team never filled and so the match never started. After that we all left and waited out our deserter debuff and were placed into 2 Deathmatches in a row.
Could it be possible that people are constantly being dropped into the same bugged out Deathmatch lobbies and leaving thus consuming the theoretical 33.3~% "offered" Deathmatches?
Perhaps we only get new Deathmatch lobbies when enough people leave at once to force close the lobby?
This is all conjecture and anecdotal but this feels like more than just RNG. Because really it's possible someone could never get a Deathmatch but the scores like @timidobserver posted seems to be evidence of something more peculiar going on.
