Two 5 piece set or 1 set with willpower?

Which one is better for staff wielding PVE players? Mainly for vet dungeons, especially adds.
5 necro, 5 julianos, 1 monster piece.
Or
5 necro, 3 willpower, 2 monster, 1 random staff.

All I read from experts like alcast and deltia are 1 set with willpower, but when you add the second set up plus a monster piece it's clearly better stats.
Am I missing something?

    Necro is the same on both so we'll ignore that

    Willpower:

    189 spell dmg
    1400 magicka

    Staff = Msa = 189 spell dmg

    Monster set - we'll say 2x max magicka so 1900 magicka

    378 spell dmg
    3300 magicka

    Second setup

    1x monster 950 magicka

    Julianos:

    6% crit
    950 magicka
    300 spell dmg.

    So 6% crit
    1900 magicka
    300 spell dmg.

    the willpower set up is more dmg plus you have the option of losing 950 magicka and going another piece of the set for an effect.

    What if I won't have the MSA staff, just random staff.
    Then it'll lose out on damage and crit.

    If you haven't experimented with the UESP Build Editor, that would be worth doing. Make your build on there and check your "Effective Spell Power," then switch up gear only and see how it changes. Just remember it doesn't take the extra effect of the 2nd monster piece into account. For sets like Ilambris and Grothdarr, you're usually gaining about 1500 dps. Also, Willpower is almost identical to 3-piece Minor Slayer. If you have a sharp weapon of a Minor Slayer set, it pulls ahead a little.

    I tested this the other day and got more dps with the 2 5pc sets and 1 monster helm

    However, the VMA staff I used with the WP and monster set up was a good defending inferno staff.
    I don't have sharpened but I would prefer more resistance in some cases anyway and thought to myself why use sharpened and then rely on a proc set like a monster set when I can have the passives of two 5 pc sets all the time

    Anyway the numbers didn't lie and for me it's better with 2 5pc

    2 five piece sets is generally regarded as the superior setup.

    Since you are talking about Necropotence, I'm assuming that you're a Sorc?

    This is the setup I'm running on my Mag Sorc and its a good DPS build, easily pulling 25k+ on a veeery sloppy rotation:

    5 Necro
    3 Infallible Aether (or Moondancer if you have it, for that Minor Slayer buff)
    2 Illambris OR Valkyn, I see more dps with Illambris but it's close.
    1 VMA Lightning Staff (Precise trait I'm afraid...)
    1 Random Sharp Lightning Staff (I only have 1 VMA staff, RNG hasn't been good to me)

    If you have all of these sets, try em out, otherwise 5 pc Elegance and 5 pc Necro is very good as well!
