It is not possible to advance to the next generation when there is no Coldwind Tomb. You choose a first offer, put it in the correct bowl. A script sequence occurs, but as other unavailable offers available to be removed. Only as remaining bowls are interactive with an offer you can place. Without being able to pick up like other offers, a mission can not be advanced.

Known issue.
They tried to fix it once and broke numerous other quests.

There is no patch to download for this hotfix.
Please note: If you had an active quest that you could not complete due to this issue, you will need to abandon the quest and pick it back up now that the hotfix is live.

Exit the room, which resets the items, then place the items in this order: North, South, East, and West.
This solution worked for me and confirmed by others for PC. I did not test on Xbox or PS4.
In my case, it took a couple of tries to pick up the meat (West), but it did pick up.PC NA0
