Block Shield always up on a player?

What set or ability cause the new blocking shield graphic to always be displayed on a player when mounted or on foot.
It should not be possible to block while mounted as that dismounts you.
The player in question it never goes away.
Some form of glitch?

I am seeing it on an emperor's live twitch stream right now.

It's a bug that's been present ever since they implemented it on player characters. It seems to happen more frequently if you die while blocking.

Its a bug it looks like. Gooch tends to die a lot why hes bombing as Emperor into massive zergs... so its expected for animations to bug out.

Figured it was a glitch but I die a lot too, never happened. lol
Emp with destro ult which recharges in seconds is OP.

I was able to snip an example from the stream, just looked so odd.
Tried to reproduce but have not been able to yet.
