I wouldn't say Proc sets were not good for PVE. That's probably true now because of all the whining the PVP'ers did so they took out the critical damage from procs, but at one time Viper and Red Mountain were considered BiS for PVE builds as well. But like I said, I don't care if they remove the procs from PVP, just don't F*@$ with PVE in the process.
What the future holds in store for us is going to be quite interesting.
ZOS must balance *three* things:
1) PVE, where proc sets were nerfed when crits were removed;
2) noCP PVP, where proc sets overperform (but see below);
3) CP PVP, where they seem balanced (according to CP players here).
In these conditions, where to hit with that nerf hammer?
I'd be careful and would go surgical with it: in no CP Cyrodiil, it's possible to make some pretty tanky builds that are impervious to double proc sets in 1v1-3 (max), and yet dish out damage.

just knee jerk bust em wide open. immediately. then stabilize them with other proc sets that are not so offensive at a later date.
