Your Internet connection has nothing to do with game engine performance(you have more then enough BW). Game engine is broken and it needs to be fixed to use all available resources not just focus on single core.

Poor game engine performance is a very serious matter and should be prioritized as number one.

I play on pc and ps4 and have none of these problems. I can imagine how frustrated it must be. ZOS should at least look into why so many are having problems. Good luck.

Next check Nvidia experience > settings > check that you havent got power saver mode enabled, it will limit your frames to 30 onwards to 60 (depending on your choice). Its just best to disable that function altogether
On top, try Ethernet cable opposed to Wi-Fi.
If issue prevails attempt to reduce settings to minimal and see if the game still runs low frames
