No it's not. The physical copy most likely comes with an authentication key that will be used to either upgrade your existing version, or be used a new account. You can't upgrade two with or something like that.

Yes, Xbox accounts, but only one eso'. You can't play simultaneously with one eso account even if you got the game installed on two consoles.

IMO the base game should not have been shareable. The game is not B2P. Not F2P because some games can be shared on consoles.

If i play on PC with all my family.. Prolly i'll never talk in this way for a DLC.

It's not a matter of opinion. It's a console requirement for all developers.
PC just gouges people and this the reaction to E3 2013 for Xbox one.
Within reason family and close friends should be able to share their games. Now we've moved on from discs but still that doesn't or shouldn't invite companies to drain people
Even Apple allows music and movies and app share with games too. Steam is offering a feature too.
Within reason everyone should have some level of freedom for entertainment.
Heck we can share cars, homes, property but not a game.
