The issue is with the note being part of the Eidetic Memory, and the note being the only way to accept the quest (without using the UI) from the mainland. That is correct. HOWEVER, the "Invitation to Morrowind" will NOT appear in your inventory and you CANNOT store it in your bank from your main.Open your Collections, select Stories and then Morrowind under the Chapters tab. From there, you can accept the starting quest.
Check the table in the office of the Breton secretary to the new governor, if all you need is a note. Pretty sure I found it there..

Therefore, you will not get to read it nor will it update your Lorebooks.

I can confirm that new characters now receive the mail, and that this piece of mail can be placed in the bank. My main has finished the Morrowind main quest and could still not read the letter he originally received (but did not read until later). However, I was able to retrieve the letter I placed in bank from other character, read that letter, and unlock the Eidetic Memory entry for Vvardenfell - "Good Travels!".

New characters shouldn't even get the mail at all... they have a different letter taking them to Morrowind, called Good Travels.
