This is the situation I was in. You can create a new character and they will immediately receive the letter in their mail. You can then put this letter in your bank and retrieve & read on your original character. This will give you the Eidetic Memory entry for "Good Travels!" At this point you can just destroy that bugged letter I would assume.
Note that there is another memory entry "An "Invitation" to Discovery" which has nothing to do with this, as that entry can be gotten by an item on the wall in Tel Naga.
