so many places on the map have wasted potential due to blocked invisble walls or barely inaccessible knee high rocks/obstacles. most annoying is when your kicked off a horse because theres a tiny spot with just a little too much water. we need true open world.
IMO, Reaper's March is the most visually bland map. On the other hand, I think Cold Harbor is visually intriguing ... and I loved exploring Cyrodiil (way cool) ... but to find the many (and there are many) awesome areas, you really need to do it in sneak mode (i.e., not on a mount) to avoid being killed by enemy NPCs and other players.
Greenshade and Malabal Tor are very inconvenient to navigate.
Shadowfen is very annoying as you dismount so often in the swamps (lore friendly and all, but annoying still).
Coldharbour is too restricted with the quest chain and makes no sense that you cannot cross to the upper part of the map without teleporting to another player.
Since they're all graphically interesting, I judge their relative ugliness by how much fun was had in them...
...so Shadowfen is the ugly sister....HATED that swamp.

Malabal Tor - It is unusually hard to navigate & travel there.
I don't farm Spinner unless it drops in the regional boxes in Cyrodiil.
I prefer the Spriggan farming in much more convenient map - Bangkorai.

On a serious note though, Possibly Grahtwood and Malabal Tor. They pretty much copied and pasted the biome of one zone and put it in the other, changed the locations slightly and slapped a new name on top of it.
The northern skyrim zone. Winterhold i think its called? I can only compare it to the Skyrim game when i go there and it doesnt live up. I feel so dissapointed everytime
Actually, the places I dislike the most are Daggerfall and Wayrest because all the conveniences are spread out and the layout is twists and turns and spots where you can see where you want to go but can't get there without going in circles. It's all grey, too
