Unless you've mistakenly gone to the wrong festival location, it looks like they either goofed or changed their minds and started the new event early.7-day PVP campaign regular 2016-2019, Flawless Conqueror. Next question is can people still buy and use the recipes and will they still allow them to complete the event if they do?

Agreed, notwithstanding that some of us are only interested in the quest rewards and don't make use of the xp boosts when available.1 -
