    Well the way they list them implies that the way they face is towards the opposition. So, technically EP has 2 outposts...

    All the outposts and forts are in Cyrodiil and all of Cyrodiil is Imperial territory. What's to debate? It's not like any of the three alliances make it to the Third Era anyway. ;)
