It is curse. With a 3.5 second cook time, it pulls them out of a four second cloak and can be immediately reapplied. That part is no different than before.
But now, even if they manage to escape after being cursed, it blows up again 8.5 second later. A nightblade trying to cloak-escape can't heal (vigor pulls you out) so it often kills them.
Seriously though, after the proc set kills last patch, I have the tiniest violin in the world here playing a sad song for stam nightblades.
