My impression (correct me if I'm wrong) was that ALL the Houses do it to some extent, as keeping slavery in Morrowind was one of the terms Vivec required to hand it over to Tiber Septim when he surrendered it. But Dres are the ones who go about actively kidnapping people for that purpose.
Do you have any descriptions of the houses?
