He's an old vampire, that works as an assassin and practices shadow magic. Ingame he's just a Dunmer Nightblade.
Old thing always keeps his face hidden, he looks far too ugly without it.
(And I say that in a good way, he is purposefully a nasty vampire!)
Here is an artwork of his face I commissoned at launch of ESO, sadly.. ESO's character creator doesn't allow for ghastly noses.

This is with a standard 4 man Dungeon PVE Group with all buffs active yesterday (Cleveralchamist, Spell Power Cure, Burning Spell Weave, 345 Spell Damage Weapon Enchant Proc. I have ever seen spell damage so high.
