Player vs player should revolve around skill and knowledge, not rng.
Proc sets, Crit rolls. Since these 2 are always gonna be there, it's really pointless to defend such sort of idea. You can't eliminate RNG, even if they remove Evasion, combat outcome will still be affected by RNG.

The difference between crit rolls and evasion is that one allows for decently complex interaction, while the other will always be there and one simply has to "live with it" no matter what.
This starts with the fact that you need crit chance to produce reliable results with crits in your damage combos and then can influence how effective those crits are by increasing your crit damage modifier, all while sacrificing potential in other areas. Of course it is still possible that that one ult you happened to throw down with your 10% base crit will luckily crit and thus allow for a kill on a player, but this has way less impact than evasion considering that most kills usually result from several crits in a combo.
Additionally your crits can also be directly influenced by your target.
First there is the impenetrable armor trait, allowing players to decide how much passive defense they want against crit and which works directly against the ways you can buff your crit performance mentioned above.
Then there is active defense in combat that allow for people to acoid crits guaranteed. Whenever you want to play around possible (crit) burst spikes you have the option to block, negating the entire crit chance of direct attacks. Of course blocking also has its counterplay and costs, but that is also ultimately needed to create interesting combat with multiple strategies having respective strenghts and weaknesses.

This all comes down to the fact that both players in a fight are able to have an impact on crit rng and crit effectiveness, while evasion currently only asks the question whether or not it is worth to use a skillslot and pay the skillcost for the % miss chance (or just exploit a bugged set to get it regardless ...).
Ultimately evasion is unfun because it can ruin your strategies just by nature of RNG alone with no way of counterplay.

On the matter of procc sets, I generally disagree with the current implementation of procc sets as option to base your entire setup around them, but they are usually the result of sacrificing "balance health" in favor "oh shoot thats cool" moments.

That said, funnily enough the most used procc sets are those which dont actually rely all that much on RNG. Viper with its guaranteed procc every 4seconds, tremorscale on average proccing every second hit and velidreth, which is almost always gonna procc close to its cooldown as long as you stay on the offensive.
