I kind of wish I bought the Dominion scout costumes while they were available. Had I known back then they'd be dyeable, I probably would've got it for her instead of the disguise.

Yep you are exactly right. I got that hat out of a free crate and I love it to pieces even though it does not always show the hairstyle you choose. But the point is they CAN make hats that don't make you bald and, for reasons that elude me, HAVE SIMPLY CHOSEN NOT TO!

Honestly, anyone who has bought the available hat should demand their money back. And we should all be demanding that they FIX HATS to SHOW HAIR. Because they clearly CAN and the hats they have out display shoddy workmanship that is entirely unacceptable.

As far as I know all hats is in the crown store, base game has only helmets and hoods who hides more hair by default.

Fallout 3 and I think Skyrim has an system with layered hair and various hats and helmets hides different parts
This was not implemented in ESO for some reason, too much work and too much variation in head styles.

Caldwell's 'hat' also works with hairstyles, at least the few different ones I use on my warden.
