Do Monster Helms Drop below CP160?

My friend is level 44 and he's wondering if a Monster Helm drop for him will be at level 44 or CP160.
I've never done a dungeon below level 50, so I couldn't provide him with an answer.

✭✭✭And even at CP10, or any CP before 160, you're just teasing yourself with monster sets that you will outgrow and drop... not to mention all of those keys you will waste playing the RNG chest roulette trying to get the sub-CP160 shoulders to match.
The only smart thing to do before you're CP160 is save all those keys until you are 160. That's the time to start getting serious about veteran dungeon runs for the mask and using your keys to get the matching shoulders.1 -

It he is in a group and the crown tries to queue or port for a vet dungeon it will give an error message about not all members being eligible. If your friend is crown, the vet toggle won't even appear, and the vet options won't be listed.

That's irrelevant; it doesn't matter whether it's a pledge or not.- Monster helms can only drop if the dungeon is set to vet mode.
- A character who has not yet reached level 50 cannot enter a vet-mode dungeon. The amount of CP on the account is irrelevant.
So, yes, monster helms can drop below CP160, if the account has not yet earned 160 champion points. LEVEL 50 MINIMUM to do any veteran dungeon and the masks ONLY drop in veteran dungeons... whatever CP he also has is irrelevant UNTIL he is 50.0 -

Volenfell has a vet setting, all dungeons do. But you are right, there is a small chance of helms dropping in normal difficulty dungeons. I've twice been in a normal cos training run where someone has gotten a Veli helm. As I recall, this was changed, specifically, to address an exploit where people would force a vet dungeon to scale down, so they could get easy achievements.
So, yeah, unless something has broken... which, is possible. This is ESO after all. It shouldn't be possible for your 44 to even get into a Vet instance.
Just get him to level to 50, he'll get 160 drops then anyway. Also, tell him to save his Undaunted invite key until he hits 50. There's no point in getting a sub-50 drop out of those chests.0 -

Easiest way to know is to look at the "color" of the mask. If it dropped in normal it would be blue, not purple.
But yeah... if it drops on normal right now, that would definitely be a bug.0
