He cannot do a vet dungeon on a level 44 character. You can't do them below level 50, that's what makes them vet dungeons instead of normal. It he is in a group and the crown tries to queue or port for a vet dungeon it will give an error message about not all members being eligible. If your friend is crown, the vet toggle won't even appear, and the vet options won't be listed.
To answer your question: yes, monster sets drop below cp160. No, they do not drop in non cp levels.

Hmm, so once we get him to level 45 he might be able to take his level 45 Templar (with 165CP) and get a monster helm to drop? If so, will that helm be level 45 or CP160?
I think there are some exceptions to only dropping in vet dungeons.
I got the tremorscale helmet in Volenfell last night.
But you are right, there is a small chance of helms dropping in normal difficulty dungeons. I've twice been in a normal cos training run where someone has gotten a Veli helm. But they still don't drop below cp levels.

Either something happened to you that doesn't happen to anyone else in the game. Or you ran it in vet mode and didn't realize that it was set to vet. One of these two is much more likely than the other.
