Sony gives money back for game server issues? I'm having a hard time believing this.
If the OP is in the EU then Sony certainly would, as they'd be deemed the supplier because ESO Plus is bought in the Sony PS store, and in the EU, the retailer is the accountable party in law. And server/access issues are strongly protected in EU law since 2014, when digital content was given precisely the same protection as tangibles.
Is the game actually unplayable, or just not good gaming standards?

Maybe it's a west coast thing? All my friends in California are experiencing the same thing.

They didn't refund you your ESO+. Only ZoS can do that.
They compensated you for your troubles. This doesn't hit ZoS in any way.

And yes, I have completed every piece of content in this game except vMoL and while there may be some errors on occasion this game is far from unplayable and OP has been posting complaint threads for days now...

This evening, I was playing ESO with my son in the same gaming room, on the same switch, the same router, over the same FTTP 80Mb/s connection, and I was having no issue at all and yet he was getting disconnected constantly, massive lag issues, the never-ending loading screens etc. etc. He just gave up and played something else in the end, it was that bad. But all the while no issue for me.
More or less same PCs, a 6800K and a 6700K, both GTX980Ti etc., usually we have good gameplay together, but there's definitely something weird happening since the last patch, or the festival activity is causing spurious overloads.

Not sure where you live, but here in the UK it's the retailer (Sony and MS) that refunds you, not the manufacturer (which is ZoS in this case). Pretty sure this will be the case in most EU countries too. The retailer then gets that money back from the manufacturer.
So I'm assuming where you come from i.e. N America etc your contract is with the manufacturer rather than the retailer?
