I'm not surprised really. But they should have put her in more zones to dish out the quests, and/or like you say, given a memento for the XP. There's a nice empty desert in Alik'r, so she could have also been put just outside Sentinel, and I'm sure there's somewhere near Vulkwasten that she could be. Could be they saw a chance to stress test some things, get some valuable data, and have a backup in place to activate to ease off.
"We believe this can handle X. It's supposed to be a beast that can take it. Here's a chance to road test this thing and then we will not be guessing, we will *know*. We will have hard knowledge."
But most forum commenters instead question whether the devs are smart enough to know the diff between a square and a triangle.
