Is there any actual source for this claim? I don't see any link in the OP.

On your xbox goto the ESO gamehub then achievements and you can look at the percentage of accounts that have competed each achievement. Don't get me wrong the games population seems very healthy just found some statistics sad and wanted to see them discussed.
New xbox update shows the percentage of accounts (not characters) who have accomplished each achievement. The rate of players reaching end game is very low with only 8% reaching level 50 and the most shocking only 70% of players competed the tutorial which is required on your first character... After comparing to Skyrim I see the results are not abnormally low but in fact the common amount of players even in the critically acclaimed skyrim. With only 69% of Skyrim players competing "unbound" that games tutorial but that could be players with mods which disable achievements.
I'd be shocked if this game had more than 3k concurrent players at peak hours on Xbox NA -- which is (apparently) the most populated server.

Achievements are character-specific, not account-wide, so does the Xbox update make it clear whether the figures relate to characters or players? For example, after you've done the tutorial once you are given the option to skip it with all subsequent characters.

I can't judge PC NA because I've never been exposed to it. But going off what I've heard about Xbox NA being the most populated server -- I highly doubt it has that many. Maybe the information was wrong -- or it's outdated by now. Can PC NA pop-lock more than one server during peak?
I would actually be interested to know how many different player-characters are ranked monthly on Trueflame. Like if you were (towards the end of the 30day campaign) to go on some Alt, get 400 ap and then check your placing.
It's a very rough way of trying to determine how many players there actually are -- however I think it is a bit telling.

Honestly, I can't see why anyone would play this game on XBox, given all the problems that always seem to plague it. I play on PS4 primarily for that reason. It would not surprise me if the XBox was mainly an "also ran".

Tutorial cannot be skipped for your first character. Only for the later ones.
The 30% who never completely is composed of temporary alt accounts (10 members for a guild bank anyone?), people who haven't gotten around to playing the game (more common than you think), and Xbox adding games to the other accounts on the box if they happen to also be logged in when someone else is playing it (happens a lot, especially if a Kinect is used).

Just saw mine says I only have 2 achievements. Those stats are far from accurate.
Thought those couldn't be right.

That number is base on all of Xbox members, so it 30% of all Xbox one members have completed that achievement.
