Kagrenac with Lich is basically 2 proc sets, so there might be an argument for low-end healers to pair those and take a monster set ...

.... but while there are named Lich drops for sharpened lightning and inferno staffs, those aren't quest rewards, so farming them could be a pain, which takes away the whole point of this being an easy-to-get starter load-out.

If you are a non templar you can run 2 sentinel and 5 SPC frontbar/5 IA backbar using SPC resto and infall destro staves. Works really well on my NB healer **for dungeons
