Note that I'm not telling people HOW to do some of these (unless they're obvious), just that they are possible.
Note: Added strike through on lines that people believe are fixed.
1. Group bug
2. Not being able to log back in on the same toon that crashed until you log in / log off on a different toon
3. Crashing.. a lot.. usually when there are 30+ opponents in the area
4. Skooma smuggler major expedition permanently active if you use the old "double mundus" style bug
5. Werewolf hide proc on all damage with no 5 second cooldown after another particular set combo procs
6. Soulshine applying spell damage to the next spell cast after the channeled one
7. Green pact double health bonus
8. Barkskin proc on every snare with no cooldown (I actually think it should stay like this - as a counter to 20 opponents spamming gap closers)
9. Grothdarr permanent proc (might be visual issue, though proc stays after duel and does damage when next duel starts before duelist casts any spell) Some sets that were proc'ed and active at the point a duel ends stay proc'ed permanently thereafter - or at least until they officially proc again under a normal timer.
10. Chudan's Major Ward / Major Resolve stacking with some skills that give the same buffs - may be display issue on character screen - didn't actually test damage mitigation
11. Selene double proc from bow / dw weapon swap
12. Robes of the Hist proc'ing every half second regardless of cc state
EDIT: Adding things that are relevant (though I have not validated these):
13. Variable mount speed while travelling across flat ground.
14. The lag is back in Cyrodiil! Jumping from 110 ms in Rawl to 580 at the gate in TF is one of the reasons why most of us left at the start of the year!
15. Vicious death doesn't proc
16. 5 minute long loading screens
17. Potion cooldown reduction glyphs don't stack (not certain if already fixed)
18. Hidden blade ignores poison proc cooldowns
19. Gap closers make you fall through the world if you cast two in a row at times
20. Honor the dead doesn't restore magicka in some situations
21. - Body sliding for a few seconds after cc breaking too quickly
22. Body sliding for 10 seconds after being hit by javelin twice
23. Mist form doesn't remove some snares depending of the timing
24. Mist form doesn't remove some roots depending of the timing
25. Mist form doesn't mitigate several abilities such as jabs / radiant destruction
26. Proc sets procing each other
27. Losing all sprinting speed if you jump with your weapons sheathed
28. Mounts tripping over random flat terrain
29. Invisible abilities, ultimate, sieges reticles, sieges circles during lag
30. Health desyncs with heavy resto / lightning staves and others
31. Immovable pots being used a fraction of second after getting cced
32. Sweeps not affected by Soulshine 5pc
33. Unbreakable ccs while mounted
34. Way of Air can overstack itself (sometimes visual bug, sometimes increasing damage)
35. Since DB, Eternal Hunt - rune vanishes after swap between skillbars, even if both weapons are from this set
36. Shadow Image in duels ignores Cloak
37. Heavy bow attack even if missed/dodged is still restoring Stamina
EDIT: Section for things that we don't think will be fixed anytime soon, but while we're making a list we might as well add them:
1. Stuck in combat/unable to mount for 30+ seconds after combat ends
2. Gap closer snares should give immunity (getting spammed by 10 opponents is ridiculous)
3. The user of clouding swarm can still be targeted and attacked via single-target attacks through their "invisibility." Bugged since TG patch.
