It should be said that the "50%" benchmark for Templars using RD requires them to calculate their own to determine their specific execute range.
http://tamrielfoundry.com/topic/thieves-guild-pts-2-3-execution-of-radiant-oppression/
If you read the posts from asayre youll see the following:
-pve
- thief stone with divines
-against boss with 13k spell resistance after major breach
-has .75%crit dmg modifier
Based on those, they determined with the rest of the stats to conclude that "The ideal time to execute Radiant Oppression is when the DPS of Radiant Oppression exceeds the DPS of the pre-execute phase."
This time, for this example is 40% health range at any Magicka lvl.
For pvp I'd imagine the following being counters to RD:
- more armor after penetration
- impen to reduce crit modifier
- healing to keep you out of execute phase.
- block to reduce dmg in half
Err, the most effective counters are:
-Rage at ZoS to nerf RD
-Rage moar to nerf BoL
-Wear totally busted stam proc sets
-Choose poison injection morph then complain to ZoS RD is not fair as you have no ranged interrupts.
Ok where do I sign up for my new undaunted set that returns proc dmg to the caster? That would be the most hilarious s*** ever.GCD would basically be only way to stop proc based builds without ruining the sets. 1 second gcd would be all ya need... but then people would just go back to complaining about heavy. Another method would be to add a counter set I suppose that reversed proc damage or made it heal the user.

At this point the only explanation i have for the state of 80% of the craft sets is that they´re gonna get a rework in the "near" future anyway and fixing them now would be pointless.

Im actually okay with damage procs. but they need to have some sort of build up before inflicting so that you can react to it or enemy times his proc with it involving skill somehow.
How do I get off this wrobelcoaster
I really want to believe people figured this build out on their own.
The worse part is that even if you spec as a full tank you won't be able to survive some of these bursts....
