I think it's far more likely this is an oversight. Server switching couldn't be tested on the PTS because there's only one server to choose from there and their internal testers will have to be based in America and would normally use the NA server.
The fact that the one remaining chose on the launcher is marked as NA is obviously an oversight and apart from confusing people who weren't aware of the changes in Update 12 it's a very minor issue.
The fact that the game defaults to NA even when Live-EU is selected is a bug. It's an annoying one sure, but still relatively minor. If that was someone's deliberate attempt to offend all European players by showing that ZOS considers us inferior then either they're too terrified of getting in trouble to do anything worth mentioning or they seriously lack imagination. You have to change the settings to read region USEntire game (40GB) is being downloaded instead of just the patch (2.3GB)
EU players may find this is happening after the Launcher update is complete. Close the launcher. Navigate to where you have ESO installed on your machine, and open the “Launcher” directory. Open “launcher.settings” in Notepad (or any preferred document editor) and look for the “region”:”EU” entry. Change this to read “region”:”US”, and save the launcher.settings file. The launcher can now be reopened and the patch continued.
If “region” is already set to “US” in settings, then navigate to where you have ESO installed on your machine. If you see a newly-created folder titled “Elder Scrolls Online”, delete that. Then, rename your original folder titled “Elder Scrolls Online EU” to just “Elder Scrolls Online.” When you re-open the launcher, you will download the 2.3GB patch rather than the entire game.

Well, thats because they are based in US and also because the US server is accessible to them which the Eu Server is not because its overseas and handled by a different team. So basically not surprised with this.
Pts is based in U.S though so they could not test this without creating a separate EU pts.

I suspect that their North American customers also out number their european customers.1

✭✭✭✭✭While I'm not going to vote in your poorly-worded, biased poll, I will say that I think the general idea has some merit.
As a U.S. player, I find it absolutely appalling that you guys in the EU have the same server maintenance times as us. I've never played an MMO that didn't ripple its downtime across the timezones. I find ZOS' behavior extremely disrespectful to you guys.

It's disrespectful, but they would do this to U.S. people if that would be more optimal. So it's a disrespect to all players, not just EU, if that makes you feel any better.
As for the server change bug - well... it's just a bug, and nothing more to it. Some dowsy coder messed up, happens to everyone. Probably it's not fixed yet because it would need another 8-hour maintenance for whatever reason, and i'll better wait till next monday.0 -
