Are bound items bound to character or account?

They're bound to your account, with only 1 exception as far as I'm aware.

The only exception I know of that's bound to the individual character is the grand amnesty edict you get for completing the Thieves Guild questline. It's possible there may be other exceptions, but I've never encountered any in the last 2 1/2 years.

Apart from the Grand Amnesty Edict that @UrQuan mentioned, the only other things that are bound to the character are beast trophies such as Blighted Iron Collar and Multifaceted Eye, trophy fish, and the Imperial Sigil of Retreat.

Oh right, I forgot about trophies. And I actually had no idea the Imperial Sigil of Retreat was bound to the character... I think I've only ever had 2 or 3 of those drop and I've never tried to put them in the bank.

I think Undaunted keys are also bound to character.

Unless an item says "Backpack Bind On Pickup", it's account-bound, not character (er, backpack) bound.

Off the top of my head, the items that are backpack bound include:

• Trophies like rare fish and monster collectibles
• Undaunted keys
• Grand Amnesty Pardon
• IC retreat sigils
• Wrothgar museum pieces
• Reward coffers from trials (just the coffers, not the contents inside)

They are because they're trophies. Probably half the things that count as trophies (including relics for the Wrothgar relic hunter, items on Kari's Hit List for the Thieves Guild, etc) are bound to the character that got them. I totally blanked on the trophy category when I first replied to this thread.

Right, I forgot about containers too. All containers (from Wrothgar dailies, crafting writs, trials, etc) are bound to the character, although the contents may be bound to the account, bind on equip, or not bound at all.

So monster masks can i swap them between my characters

A hand full of items are bound to player such as undaunted keys and monster trophies but all gear, materials, consumables and most other items are transferable to other characters.

The treasure maps that come with the Explorer Edition are bound to my character. I wish I could put them in the bank until I'm ready to use them.

Actually the maps aren't bound to your character - the containers holding the maps are bound to your character. If you take the maps out of the container you can put the maps in the bank. Of course, that takes up many more slots in your bank than the containers take up in your inventory, so it's a trade-off.
