✭For PVE, hands down, without-a-doubt, and with no room for rebuttal, the answer is vMA bow.
For PVP, use the Master's Bow, or a gold cp160 enchanted for WD.6

The Maelstrom Bow gradually increases Volley's damage a bit per tick
The Master's Bow grants extra Stamina.
The Maelstrom Bow grants extra Weapon Damage.

The vma bow on the other hand makes endless hail into the most op ability in the game. Even on single target it is always the number 1 damage source. Vma bow makes around 3-4k difference in damage.

It just so happens that most of the times you find stationary targets are in group PvE, where you have a tank holding an enemy in place and where many enemies will stupidly stand in your red without moving. In PvP, your opponents (usually) have too much intelligence to stand stupidly in one place. But if you're in a PvE scenario where your opponent moves around a lot, the vDSA bow would be better, and if you're in PvP fighting enemies who for some reason are trapped/locked in place, the vMA bow would be better.
No, because in PvE, your bow bar is not your main DPS bar: it's your buff/DoT bar. You're only on your bow bar briefly, so the trait is not that important. The effect of the bow is much more important.Would a random sharpened 160 bow be better then a 160 master In pve?

Just from doing some math a master's bow shouldn't stand a chance against a msa bow in a setup where you have a stationary target, use msa daggers / axes on your main bar and have raid buffs up most of the time (spc, minor + major brutality, Warhorn, minor berserk, ...)
But since I don't have a v16 master's bow yet I can't test if it's bugged and provides a higher dps increase than stated in the tooltip.0 -

I have a v16 master's bow, and a v16 maelstrom bow. I know that the damage tics of my volley double with the maelstrom; however that's the only move it affects. When I got the master's bow I would use surprise attack on a fractured opponent, then hit them with a poison injection, and used surprise attack again, and I noticed that my Surprise Attack damage increased by 7%. Which made me wonder if the damage increase from volley with the maelstrom bow outweighed a 7% increase from all of my attacks with the master's bow.0 -

Yes, it does. It outweighs the damage increase from Master's Bow increased WD, and by a lot.0
