It's definitely still broken. Me and a guildmate were using it last night after the patch they said would fix it. Sat in queue for almost 30 minutes and gave up and plucked randoms out of zone chat at the enclave.
It's not that people aren't using it. It's that it's simply broken, and it was utterly broken when Shadows of the Hist dropped and hasn't worked at all since. We can't even form a group between just the two of us manually anymore unless I'm the one to initiate it, and then it bizarrely won't let me use the dungeon finder at all so I have to pass leader over to him so he can run the finder.
Prior to "Update 11" it worked just fine and we were able to regularly find groups to do Undaunted pledges.
The tool was probably broken ages ago. Now it's just not functioning properly because of low player count using it. It's feedback that makes it worse(the more players think it's broken the less players use it and then it seems to be working even worse).

However, there's definitely some community responsibility here, as well. Everyone wants to queue for randoms with a premade group, probably because GF is broken,. But this just means no one is actually queueing for randoms solo or in partial groups, which completely defeats the purpose of ZOS putting in a reward for random dungeons.
I can only blame the community so much here. After all, it's ZOS's fault for the boneheaded idea of giving the reward for random dungeons to premades.
