    Malabal Tor, Velyn Harbor.

Blacksmithing, clothing and woodworking stations are all close to each other under one roof. The bank is just ahead, Mages guild right next to it (enchanting and alchemy station). It only takes me 2 minutes to complete all the writs.
Otherwise, I find Rawl'kha to be just as good but I prefer Velyn Harbor because it's more silent and relaxing, Rawl'kha just feels like just like that busy market place where everyone yells at each other.

Ive been parking my characters, EP that is, at Stormhold. The reasoning being that my characters belong to a Mercenary Company. And while the company is under contract with the Ebonheart Pact, theyve been allowed to set up shop in Shadowfen. Once One Tamriel happens Ill be moving the remaining 6 there as well.

This makes sense for a few reasons.

    OC

Its just a lot less busy and easy to get in and out of when Im upgrading my horses and doing my writs. And the general layout is decent enough to get everything done quickly compared to Riften, Mournhold and even Davons Watch. I can park all of my characters in the bank and be easily a few steps away from what I need.

    IC

1.) Its Shadowfen, its pretty much the armpit of the EP. I know some might like it but its the Argonians home. So I figure if anywhere in the EP is backwater and not really cared all too much about its Shadowfen. If I was the Dunmer Id treat it like a buffer zone from other kingdoms/factions. And if I was the leadership of the EP Id want to keep the mercenaries they hire somewhere where they will be out of sight and out of mind for their more cared about citizens. And if they were to cause any trouble they would be in an out of the way area to deal with without the blowback of it being in places like Deshaan or The Rift. Stormhold also has a in-game history of mercenary presence which plays well with the background Ive built.

2.) Its relative location to the Southern Morrowind Gate. Ive been doing a lot of writing lately, putting all my headcanon to paper and Ive established that the Mercenary Company has worked out some things in the contract. One of those things is that they are positioned to fight the Aldmeri Dominon since they have a working history with the Daggerfall Covenant during Ransers War. This works out both for the company, because of its interests, and the EP since they dont have to worry about the company betraying the Pact for a former employer. The other reason is because of the Forward Camp being near the Southern Morrowind Gate. Shadowfen is where supplies meant for the companys frontlines are first shipped, new recruits are brought to before being marched into Cyrodiil and where the wounded eventually end up on their way out of Cyrodiil. The company also has access to waterways leading to the open ocean through Alten Corimont. Where its private fleet can safely dock, offload supplies and fresh recruits and onload wounded.

    Depends on my character.

I have a battlemage who I always picture as living near the Beldama Wyrd (after the DC adventure) if there is ever playerhousing near there, I'm on it.

OTOH many of my characters have their own "preferred" cities.

Lots like Rawl'kla (I probably spelled that wrong) (Broken Branch to steal, Hisa Ni Caemaire to socialize)

I have a few that really like Shornhelm (at least one orc that likes to flirt with Lurbash)
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

I have characters deliver writs to Craglorn and Orsinium - so most of them get left in one of these locations. Because I log on soon after the daily writs come out and do the writs before anything else, leaving them close by makes sense.

Shornhelm is the best hands down. Bank and all crafting right next to wayshrine.

True but among bank and crafting I like to combine strong player population and busy guild markets.
This makes Shornhelm one of the worst places.

Personally I prefer Wayrest to have it all, I just don't like the bank distance.

Up until recently I would say Mournhold purely for the Undaunted enclave, but as I right now have two characters STUCK in Mournhold and unable to be logged into, I'll go with Riften or Dhalmora. Everything is close and convient. Especially Dhalmora, everything is one little hut. Only downsides are no writs board and stables.

    Rawl'kha
I like the proxiomityof everything in rawlkha so i chose that but in fact with the writs and dailies and scaling in wrothgar, i spend more time there but not in orsimium as much beyond writs. Also spend time in hews bane and gold coast but not as a base... again scaling and dialies.

if writs were reworked to be maybe a mail order you get anywhere or you pickup from any mage/fighter guild, craft anywhere and turn into any mage or fighter guild, time in orsinium-proper would go to zero since that city layout isn't convenient for home base crafting banking etc... IMO.

Still would wrothgar for dailies and quests.

    Hoping for a writs overhaul.

    Shornhelm, Rivenspire.

Bank and crafting station right next to Wayshrine, and one city where I don't get a trillion loading screens.
Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

I'm a fan of Skywatch, mostly because it's the first city layout I memorized. The guild traders are nearby (although the bank is a ways off). For DC it's Daggerfall for the same reason.

The only time I go to Shornhelm is to visit the guild traders and it's always a schlep. And I love how the forum dictionary recognizes "schlep".
