If they cannot fix the individual gap closers (how many times have the tried with Focus Charge?); why not …
1) Have all gap closers copy the original teleport strike (I believe it did not have a height component to it; as I do not recall Nightblades exploiting onto walls previously) with just a different visuals.
2) It is summer; get a dozen interns to sit in the keeps and have the intentional offenders get a ‘time out’ (an hour ban) from to Cyrodiil.
3) Add a range debuff to attackers while in range an enemy controlled Keep so that the skills cannot reach the targets up on the walls. “Having the high ground” would mean something.
4) Raise the wall height by 5 meters (or whatever it needs to be to be out of range) and increase the additional range component to the Assault passive that allows increased ranged while at Keeps. There is precedence for environmental changes as they removed the pillar at Aleswell that allowed players to horse jump into.

The point isn't the action's I don't think to be honest. It's the mindset behind them that causes the real issues.
You ambushing a sniper on the wall and then hopping off is not the same thing as an emperor wall hopping into an interior keep and farming low skilled/leveled players.
They are both technically against the same rule though, so you will be caught up in some trouble if someone reports you for doing that.
I get that they are annoying you, but just put them on ignore and throw a meatbag on them and they die real fast.
To me it is simple, if they tell me it is against the rules I won't do it.

Give us a legit grappling hook (that cost AP?) and with a few specific locations where it can be used (2-4 for keeps? 1-2 for outpost? 1 for ressources tower?).
These locations could be heavily guarded by NPC and humans players could/should guard them too.
We need some way to infiltrate a keep, just not as easy and exploitable as it is now.
It would bring so much more to the sieging experience in Cyrodiil.

This. Or siege towers. But we also need notice when someone is trying to get in this way so players can respond. "Heavily guarded by NPCs" doesn't mean much.

Wow, the surprise when defending my first keep.
Honestly, defensively, it felt great having to be kept ou our toes at all time.
You know you can simply not stand near the wall to let them gap close on you.

You can stand near the wall and CC/kill them as soon as they jump.

You guys all calling for bans left and right are just as bad... It just shows how much salt there is in this community.
I mean, you do realize that probably 90% of the people leaping inside keeps (using ANY gap closer), don't even know it's considered an exploit and most probably think it's a feature?
Leaping into keeps is not a new thing, it's just way more easy now and now all class can do it.
If anything I'm shocked to see such an easy to accomplish issue passing through PTS unnoticed/ignored, than called an exploit by ZOS that can result in bans.
To me this is just abusing a game feature that should not really be there in the first place, just like the Proxy Det + Soul Tether + Vicious Death combo was a thing last patch, just like running a zerg will always be a feature and camping/farming a homebase or a tower is a feature.

Considering how mind-bogglingly easy it is to do this *** (even accidentally),. and them knowingly putting these messed up new gap closers on live, I'd say they have to be REALLY careful with who they ban or not. Real issue here is that gap closers are FUBAR right now, and that's not any single player's fault. That is all on ZOS.
I could write numerous examples here of how you can be in a perfectly normal gameplay scenario and the game still offers you the opportunity to activate crit charge on an enemy who's inside the inner keep, but I won't because my post will probably get edited for explaining how to "do certain exploits" even though it's very likely players will sometimes end up doing this accidently even by just pressing the wrong button at the wrong time. It's nothing like leaping into a keep ever used to be, where you had to be in certain positions (right elevation etc).
We used to have gap closers that just worked... none of this crap and none of that unavoidable snare/root nonsense either. Why can't we have that back?

But, if you are caught cheating... you really deserve to be mocked and ridiculed (as far as the mods will allow), because lol bro you are cheating at a game that isn't single player.
I once had a friend that cheated at board games... you couldn't go to the bathroom or take your eyes off him. Bishops would change the color tile they were on, and when you caught him with two bishops on the same color his response was to sweep the board with his hand and either tell you to leave or leave himself. The reason for it was he wasn't very good and cheating was the only way to change that.
So yah, I'm saying the cheaters cheat because they aren't very good and that's their crutch.
Just like zergs ball up together because they aren't good. This is a elder scrolls game. You can do whatever tf you want to do. If you want to solo play you can solo play, if you want to play in a large group play in a large group. If i want to gap close onto some random who decided to stand right where sieges can hit him, then he deserves it. It is his fault for standing on the edge, and it is zos fault for making gap closers what they are. You pc players had a long time to test pts for stuff like this, and i know you guys reported it. No one is to blame here but a companies inability to fix the problem that later would turn into such a huge mess. There are far more important things to fix rather like the lag and constant loading screens in dungeons. Those have yet to be fixed for console.

The other problem you mentioned is the pts thing. The problem there is that's it's full of the cheats and exploiters that go there under the pretense of testing, but they aren't remotely interested in it past gaming the system. For PC, all the "usual suspects" are also busy on the pts. This is why exploit after exploit is used in the game immediately after a patch.

Plus the PTS isn't like some magical place, its 3 weeks before the patch goes live to get real-world tests of their code.
I mean, you would hope they have internal testing teams that have already identified all these bugs and they are working on replicating them and squashing them and the PTS is not their sole source of bug investigation.

if you dont see how you can accidentally gap close into a keep you must be fairly new to this game. You see their is a control called "tab target" and especially when clearing out the guards at a base of a outpost or inner it is very easy to accidentally tab someone on a oil and go charging up. That coupled with the charges causing endless cases of falling through the world is why I no longer run a gap closer on my chars.
As for the people in this thread upset, I could of easily guessed it. Its always the usual suspects. You can spot them from a mile away throwing shade at anyone better than them, and relying on the actions of others to carry them to a hollow victory.
oh well, having targets like these make the in game experience all the more fun lol
