Noticed this when the DLC launched. Only bothered putting in a bug report a couple of days ago since it's been 4 patches and still not fixed.

This bug was mentioned a while back. It hardly seems like a priority, but I do hope they fix it soon.

Try to close and open dialogue again! It did seem to solve the issue for me at least on some NPCs/quest givers that turned their heads away from me.

I think the issue is they are looking at the direction you talked to them from but the camera positions itself to a different position once you start talking to them

No - I walk right up to them straight on and they turn their heads immediately when the dialogue box opens.
