Actually, I think that Vivec City exists in the period of ESO. The Ghostgate, now that would not exist.
What does that mean though. Would plagued zombies be running free cause there is no ghostgate?

Not much, I would imagine. But yes, I guess there is a good Dwemer complex up there, so that could be filled with a few tough constructs that were all gone by the time the Sixth House moved in. Not sure why the Tribunal haven't been to the Heart Chamber recently; they're supposed to go there annually. Escorting them through a few Spiders and Centurions doesn't sound very exciting though.
