OK I tried an appearance change token, and that allowed me to change my jewelry.
I don't want to have to do this to change jewelry (and nor will I EVER bother buying an appearance change token for this one thing).
I WOULD buy jewelry packs to change any character's jewelry at will. I would also buy makeup/warpaint packs, or facial hair packs so that I had a range of looks to use on my multiple characters (both male and female, of all races). So I think ZOS are actually hampering what they could achieve here. As it is, I am not going to buy a token just to change an item of jewelry, so ZOS are possibly missing a trick.

Sort of, but I kept having the issue of attempting to equip a hair that could not be equipped on my race of character. This got annoying.

It took me 5 days to download the PTS and I was really excited about this, but now that I could do some testing, it really let me down.
The design looks really basic and similar to what we already have, there is nothing there for me saddly.
It is like if they where made by somebody who dont know much about hair cuts, please forgive me if it sounds offensive.
Possible solution
If you need inspiration to design the new assets, take a look at skyrim modders, some of them may be over the top but there is a lot to chose and at least you could understand what people will want.

If making those new hairs would be to hard, another solution could be at least to remove the gender lock on the hair bundle to make it worth it, a lot of styles are shared between both genders already but the long hairs are locked.
The tousled bard, the wavy triple braided updo and the windhelm weavenet are beign used by both genders and if those can, why the others cant?
So yeah no gender lock for hair styles.
