Each character has their own cap so if you could bank stolen goods with 1 character then you would be able to stock up for all of them...that's probably the main reason why you can't bank them.
What legitimate banking operation would accept stolen items, becoming an accomplice to the crime?

But... I could just switch characters after each hits the cap now. There are plenty of spots to stock up on stolen goods without even having to sneak. A level 3 character can do it. True but it's much more time consuming to load up each character, steal 50 items each without getting caught then sell them all and wait for the timer to reset until you can sell again. If you could bank stolen items then you could take 1 character to a hotspot and loot the heck out of it until you're able to fill your bank/ guild bank then have other level 1 characters just waiting in a refuge to sell them every 6, 12, or 24 hours. The money would add up much faster then trying to make thieves out of all of your characters. I would easy make 80,000-100,000 every day if this was possible.
It's so you can't fill your bank with loads of stolen items and just fence then immediately when the cap resets, and so you can't just shove stolen stuff in there to keep from losing them to the guards. Remember that there's a banker assistant now so people could just have one tag along and hand him stolen goods risk-free.

If you're going to be looting a "hotspot" you're logging out to refresh it anyway. It'd take about 5 minutes total to get all of your characters to the same spot and you would just log in a different one when full, during one of the times you're already logging out to refresh the spot.
If you seriously want to maximize stealing income it's already easy to do. That's why people in zone advise new players to steal to earn starting money.
