Wiining a campaign and holding Elder Scrolls are meaningless. The benefits for winning a campaign while holding the Elder Scrolls pale in comparison to the individual rewards people get from getting tons of AP. They get top of the leaderboard, they get to sell AP loot (what little there is that compares well to PvP loot), and they get higher alliance ranks.
You can farm a bunch of AP on a campaign where your faction is hopelessly outnumbered by zerglings. That is dumb. We all know the people who do this and have high alliance ranks. Meanwhile people who like to play on balanced campaigns and play solo while also playing the alliance war get little reward.
Let's stop this. Give a million AP and gold to everyone who has a toon on the winning side in a 30-day while also making accounts faction-bound. With One Tamriel coming up, there is no reason not to.
Give spoils to the victors, not just the selfish AP hogs. Make PvP a team game again. Make the Elder Scrolls worth something. Isn't that what this game is about? Nobody cares about them except to farm AP?

You know someone has been worthless to its faction by the amount of APs he's got. I've been under 500k APs for almost 2years. Recently passed over one million and that all the way to rank 49. Been using all of it in siege weaponry to capture objectives and contribute to my faction to win the war. Sold only one item with AP worth 250k.
Lot of people nowadays brag that they are sitting at 20millions APS+. Just make me laugh really!

Not that this is really possible in the current state of PVP becasue of lag.
The best thing for PVP would be as a competition would be one campaign and not multiple campaigns. Bring a zone that is only is unlocked when you are the majority keep or scrolls holder. This zone could have all kinds of goodies and fun things to get or do.
Some of this might sound familiar becasue it has already been done by the same company in a earlier game they designed and ran. DAOC.
You had to participate in PVP all the time DAOC if you wanted in this zone and it was so fun. I am not a hard core PVPer by any means, but PVP is fun. This made the PVP map mean something because you wanted in that content for the drops and other activities the zone had. It made you check in and defend keeps becasue you did not want to have to take them all over again. I thought it was a great PVP experience. Sure it had it negatives, but I would take that environment over this one any day of the week.
If there is always another campaign to go to, then believe me a person most of the time will choose the easiest path to victory and not stick it out and beat back the enemy. As long as there is a buff campaign to run to, then this will always be the case.
There needs to be a immediate reward for being the current winner/stake holder on the PVP map. Not waiting 30 days or 7 days (there can be an additional reward for this). Faction owns all the keeps/Scrolls or whatever the rules are and now I have instant access to get into the great content with awesome drops and fun bosses to smash. I have to be able to organize and get int there quickly becasue you know the other factions are hitting the keeps and taking them from the few people that stay behind to slow them down.
DAOC to me was way better at PVP and keeping it fun and I have never understood why the same group of people is not using some of what they already know.
