I would make it even more damning.....like remove all the wayshrines on that server, and don't allow them to have inventory bags. Make it really Oblivion!!!!
We have decided that we are reopening this thread as proposed. As mentioned by the OP this thread is proposing solutions to exploits which we feel is separate enough from the direct discussion of exploits themselves to keep it's own post.We appreciate the attempt for a constructive approach to this topic and the respect toward the choice in moderation. However for now we would like to leave this subject closed. Despite better attempts threads so far have derailed and we would like to keep these topics closed until we can provide you all with further information. (It also isn't fair toward some of the constructive threads that've had to be closed thus far.)
It is a thoughtful thread however, so we would be fine in reopening it once we have reopened some of these threads in general.
We could call it Oblivion!

Hmm, on that basis how about a punishment of excommunication. Nobody can see what you type in any chat (or hear you for consoles), you can't send mail to anyone or receive mail from anyone (automated mails would still come in from hirelings and stuff), you can't group with anyone, you can't trade with anyone, and you can't use guild banks or stores. You're still on the same server as everyone else, but you really can't do anything with them. You get to see/hear all of your friends in your guilds chatting but you can't join in. You can't do any group content. You're playing as if it was entirely a solo game, with all of the MMO aspects visible to you but out of reach.This is an interesting idea. one of the links i posted is an article from a guy who played on a prison server and said it was punishment enough basically. he pretty much concluded that being absent from a community made his playtime a bad experience.

6 hours? Oh yeah, that'll definitely show them.
The prison server should be a PUNISHMENT, not something that you just say "Oh well, guess I'll go watch a movie till I'm back in the game."
As such I think it should be more than just a place to put them. I think they should be made to EARN there way back. As punishment they have to complete tasks. They don't gain any XP, skill points, etc. The rewards from said tasks don't go to the prisoner. Instead, they go into a prize pool the normal players can get through playing mini-games, special quests, etc. Or maybe a special set of vendors where you can buy "forged by prisoner" goods. The prisoner remains in Coldharbor or whatever realm they get banished to until they've completed all there tasks.
The worse the cheat/hack/exploit, the worse the punishment. You can easily create a punishment that is practically the equivalent of a permaban.
Now the choice is up to the cheater. They can either work off their debt to society and get their account reinstated to the normal realm. Or they can stay in the realm of the banished for eternity. Maybe with Cadwell singing "Red Diamond" on infinite loop. Either way, it's a win for the community.
I'm sure there are plenty of creative ways to make cheaters earn their way back into the game while providing services to the game community. If they leave, just as good.
