It's not about using it or not. I have Decisive Swords because my Swords were Weighted because I wanted the Attack Speed, and I still do.
If you think that Weighted trait was doing anything to make your attacks faster, I have a bottle of placebos I'd like to sell you! Sersiously, Weighted has been tested extensively, and there's a reason no DPS uses it: it does nothing of value. The only useful application ever found for this trait was with bow and Shield Breaker set, to get off a handful of light attacks a little faster than usual. It does NOTHING, however, to reduce the cooldowns that govern how quickly you can make attacks over any useful amount of time.

Weighed used to increase light attack/heavy attack speed by 10% for two items. But that is useless if you were animation channeling which most people do as you were anyway clipping the animation instantly so the decrease in its animation time was literally useless.
At 17% per sword, it comes out to 1 extra ultimate every three seconds.
Make of that as you will.

Except a tank gets no benefit from attack speed - and yes, I do agree, decisive is really best for tanks. With these two sets we actually get ultimate from blocking and dodging attacks.
Well it's like I said I have no beef with them making an Ultimate gain trait but they made it so underwhelming and replaced a trait I actually liked using with it rather than just tack it on which would've been the best way to approach the change with it being done like this. Seems Zenimax is always putting us through the ringer somehow...

Think of this this way, on my Magicka Nightblade, I get 20 ultimate when drinking a potion, 9 ultimate per kill, 1 ultimate every couple of secs from using my Siphoning skills, 3 ultimate per second with Tava's Favor while dodging an attack which is natural due to Double Take, and 6% chance to get 15 ultimate when hit and all things on top of the natural 3 ultimate per second from LA/HA weaves. A 2H decisive weapon/ 2 DW weapons gives 33% chance to get 1 extra ultimate. On my already very high ultimate gain, the trait essentially increases my ultimate gain more than 12%.

lol but yeah should be little bit more ult, only thing I can think of is that it got scaled down because NB's can generate ult so fast? <-- speculation tho

No Weighted changed to Decisive so if you had Weighted researched you have Decisive now instead.
