ZOS should just work with one (1) of the several VOIP companies and integrate their tech into the game client.
Since I'm assuming you're talking about PC, we can use teamspeak for free already. There's no need for us to burden ZOS's servers with in-game voice chat, which can actually be both inconvenient to use and annoying. Teamspeak, ventrilo, and the myriad other VoIP services/programs available on the PC are way better than anything ZOS can design. No offense to ZOS intended since these companies/programs are devoted to a singular narrow purpose, which they serve well. The sound quality is excellent, as well as the local and global permissions customizations and fine tuning available.
Why would you want to settle?
It is an option that at this point should be built into most mmo games by now. Sure Discord, Mumble, and others are solid choices for clans and established groups. However having an option for PUGs to just run with and go would be helpful. Just give it the obligatory ingame options for group and world volumes as well as a disable feature for those who choose not to participate. But seriously, it's 2016.....this should be a automatic feature in games like a friends list, mailing system, and trading system.

Now ZOS has finally introduced the ability to opt out of VOIP but for anyone first joining the game and have no clue whats going on. That might be a problem.
