Bring us an Evil DLC, something truly evil, mad, sadistic...
Being a hero is SO incredibly BORING.

Hero... a man being on the wrong spot, at the wrong time, doing something idiotic... and getting away with it.
Bah.
I'd love to chew this hero's head of, and play soccer with it.

That'd be the Dark Brotherhood DLC, where you murder innocents for fun and gold.

THAT is evil... the terror within gnawing at your very soul....

    Hmmmm...

    I'll try:
Before I begin, let me tell you, that I am a role player.
Been that since I was 16, and we're thirty years passed this point.
My most favored RP would be Earthdawn, by FASA corp, but since this is quite unknown, I revert to Warhammer non-40K, pen and paper version.
Most I believe, might know this universe a wee bit.

    Realms of Chaos.
    Chaos Gods:
Khorne: Dark God of War and Blood.
Nurgle: Dark God of Pestilence and Disease.
Tzeentch: Dark God of Sorcery and Change.
Slaneesh: Dark God of Pain and Suffering.
Malal, now, this is a fun one: this is the one who embodies Chaos' tendency to turn in upon itself and who acts against the interests of the other Chaos Gods whenever he can.
Of all chaos Gods, he's the rebel.

Setting: try to imagine the most ugly, torturous, evil looking, burned but living still surroundings.
Here, the Chaos Gods rule, fight the other to gain the upper hand.
Dark, sick, misformed, stinking to the worst rot and maddened creatures try to gain their God's favor by battling for him or her.
Every so often, one does something that indeed catch the eye of the God they try to please, and be rewarded with a "gift", often something like a third octopus arm, or extra large horns to pin opponents up, shaking then around like a hankerchief.
This battlefield, it has no boundaries, no taboos, no rules.
The only rules that exist, is the boundary of your own sick, perverted mind...

Now, I used Warhammer to make a point, I am fairly familiar with this world and it's lore, sadly, I am far more known with ED, but as said, I don't think may would know it.
Lets move to ESO, and replace the Dark Gods with Daedra, Daemons, and the likes.
The battle setting would be much like discribed before, a bloody, gory, never ending feast of agony, pain, mutilation, and the likes.
Forests burned to crisp, but yet alive.
No creature dwells there, save for the souls battling to gain it's master's favor.
This realm is both hot and cold at the same time, super humid and heavy whilst extremely dry, a forest, yet a desert, a plane with it's own rules, where it can rain from ground to sky.

    In comes the Anti-Hero.
His 'task': to gain and hold the thrones of all Daedra.
Not just through battle, but wits, cunning, manipulation, tools most have, but not really use.
Where each choice can be the key to a continuity... or utter doom...
Where choice are irreversible, life or -nooooo, not death, screw death, what's the fun in that?- everlasting suffering, mentally, emotional and physical torture, all at the same time, on the verge of going insane, never leaving that crucial edge to going nuts and not bother anymore...

Idea would be that the character can make choices to become the 'ultimate' evil, and so 'conquer' the Daedra thrones.
Basically, ESO, but turned upside down.

Well, we already basically do so, we slaughter towns of enemies, Deadra on their on plane, we kill World Bosses and not break (much) of a sweat.
    Exquisitely.... BORING...

I'd like to turn the people upon their own, and finally themselves.
They'd be a mere passenger, on a ride controlled by the purest of evil, not able to act or speak, just to hear, see and taste.

I'd like to see a new level of absolute evil.

Ugh it's so annoying, I have an evil character, and I basically can't do most quests.

    "NO!"
*pulls out sword and attempts to remove their head from their tiny corps*
    *sword doesn't obey*
    Arggggh!
And I wish I could murder Stuga!
One quest I did do because it involved a lot of killing (even if they were just skeletons), but at the end the only way I could finish the quest and get the reward, was if I clicked on "Thank you" Like the well brought up child my master did NOT teach me to be.
    Ah well, maybe with DB...

Yes my evil character has begun to lose his faith in evil, nobody seems to care if he kills anyone or threatens them with eternal damnation, they just get irritated and walk away, and sometimes he can't even kill them for there impertinence! He prays to the great Molag Bal, but even he does not seem to listen. It seems that Evil has not turned out the way he thought it would :( So he has been reduced to declining the endless requests for help and trying to stab anyone he can.

You are either trolling or you are asking ZoS to appeal to your perverse desires to see people truly suffer. What do you want them to do, make a new crafting station for creating snuff films? Make torture a new skill line? I don't get what your point is, other than you have preoccupation with the suffering of others, which should probably be discussed with a therapist and not the forum community.

It could be implemented "fairly easy", but we all know how easy easy really is, of course.

One could make a Role Play server, an open world, where one could create "Vampire/Werewolf slayer Guilds", and have the ability to play "as they please".
Naturally, there has to be rules: It is not allowed to grief someone, in any form.
    Like such.

But a world wherein you, being X, can live your life.
Where you could if so you desire (and could... NOT!), feed on entire villages.
Naturally, the NPC's would be quite a handful to kill, and players, well... that would be depending on themselves.
One could add a few things to make the world a more 'by evil ravaged' surrounding, adding to immersion.

    The voices, for one...
Here I am, a Khajiit Vampire, I should be able to roar like a lion, but all that comes out, is not even a 'meow'.
    What gives?
In combat, he sounds like a highly pregnant butterfly...
    Seriously?
Vampires should fear people, this NPC whatever bumps into me, looks a me, and goes like: "AAaah, how cuuuute, a little 'fampire'. couli couli couli" while she pinches his cheek...

Yes, that was EXACTLY what I was looking for...
    But, not actually...

In fact, entirely not so much...

But, see, I do not quite get why you are upset by the idea.

Well, I absolutely did not meant to bring in perversity, nothing sexual, but I like to be evil in a world where the surrounding acts on this evil.

    I mean, come on...

Well, in previous TES titles you end up as a great hero anyway... Even if you're in DB and TG and have killed half of the country's population. There are some interesting mods, like Chaos Heart for Morrowind (it a Russian mod though, not sure if its available in other languages. Basically it allows the player to join House Dagoth and changes gameplay drastically), but in general we're still saving the world.
And there's not that many video games where you play as a "dark side" character, and mostly they're parodies, like this or this one. Maybe you've played this one already, but if you havent, I strongly recommend it. That's one of the most immersive PC RPGs imo. And here's another interesting "dark side" game... Dark Souls is another really immersive dark fantasy game, but probably you wont like it.

    - Skimpy armors for women
    - Foul language and/or F Bombs
    - Heavy Metal Soundtrack
    - Dahaka chases
    - ...
