I'm on NA/PC, I've almost never had lag issues in vMA, whether it's during off-hours or during primetime. It's actually one of the smoothest pieces of content in the game--much more so than 12-man trials or even just running around town.
I have gigabit Google Fiber, though, so it makes me wonder if people who have vMA issues are really just having network issues. Maybe too many people in your neighborhood are streaming Netflix and congesting a pipe that your ISP hasn't bothered to upgrade?
When I'm not the only one that has the issue I doubt it's my internet, also when connections to other servers in the US and even to the same location the game server is or to other games are just fine and without packet loss I know the issue is not on my end.

But are those other connections real-time? Websites are not RTC. Streamed videos have buffers to smooth out small problems. And you don't need to have packet loss. Packet delay is just as problematic. Few applications are sensitive to small blips in connectivity--most of the things you interact with online are not sensitive to these things and will not exhibit any problems (unless the problems are more severe).
I've run vMA three times this week. Never had any lag or performance issues. Maybe I'm just incredibly lucky and the server decided to perform perfectly for me this week. And last week. And the week before. Or maybe I just haven't had any connectivity issues.

My point is, a lot of people blame ZOS for their performance issues. And a lot of times, it's warranted: e.g., Cyrodiil. That is definitely ZOS's fault. But that doesn't mean that every performance lapse is the result of a hamster dying at ZOS.

Maybe, and just maybe at the time you did your runs the servers were working perfectly fine which I agree PVE wise they mostly do work fine during week days. Now weekend.....Different story.
