SHOULD REFORGING BE IN THIS GAME (THE ABILITY TO ALTER TRAITS AT A COST YET TO BE DETERMINED)?

Yes please.
I want to alter traits and change motif style.
I just crafted and golded a complete HA Tava's Blessing set in reinforced, every piece with a hakeijo (sp?) for my trials tank. That set cost me something like 700k or 800k to craft. And now we simply change the trait systems. It was bad enough when I wished I could change the motif style of stuff I crafted a DLC ago. Now to have to come up with 680 mats, 32 alloys, 8 wax, 5 kutas, 5 hakeijos, 5 reporas etc all because the trait system was changed just sucks. It genuinely just erodes any motivation to try new things or experiment.
Not very good way of doing things @ZOS. You should be making it easier for players to experiment and theory craft. That is a large part of what keeps this game interesting.

Reinforced trait was not changed in 2.4.0 patch. Your set is as good as it was in 2.3.9.

It definitely should be.
Tempering alloy is like 12k on PS4, and I am sure it will skyrocket with all the changes to armor traits and ppl re-gearing.
7 heavy armor +2 weapons equal 72 gold mats which is over 800k in current prices.
Either add reforging or greatly increase the amount of gold mats recovered when deconstructing your own gear.
