I can buy one DLC right now, so which is better... The Imperial City or the Orsinium DLC?

Doesn't the answer to this question depend entirely on what you're looking for? Have you read anything at all about either DLC? They are as different as night and day. Just reading one paragraph summary of each DLC should instantly tell you which one you want to get.

If you want PvP buy Imperial City. If you want PvE content buy Orsinium. I fully agree with @dimensional that if you would have read a description of the dlcs you would have had your answer instantly.

Hard question. IC if you enjoy pvp on a smaller scale mixed with pve.
Orsinium if you enjoy story, questing and general pve content.

Imperial City = pvp, 2 good dungeons to farm for great sets, great for economy, 1 popular crafting station for tanks.
Wrothgar = lots of solo questing, good for economy, a few good sets drop there, alongside 2 popular crafting stations for magicka/stamina Damage Dealers.

Flowerpickers, casuals and solo questers gain much more from Wrothgar DLC.
Trial pve players, pvp players, dungeon and group play addicts gain much more from IC DLC.

I second everyone eles's thoughts about the DLCs, IC is PvP, and Orsinium is PvE. The caveat I would add is that IC Pvp is quite a bit different than in Cyrodiil. You will need to be in a good guild to get anything out of it. If you try to do it solo, you will most likely get stomped pretty hard, unless you are just that good. IC is full of gankers. It's basically a gank-fest.

I rarely go with a guild or premade group in IC, I just follow random groups of people in my alliance and it works great. I understand and agree with the general point but I've never had a bad experience because I just wait in the faction base in the sewers until a group rolls out, then I join them.

I've tried that but it's too easy for me to lose them without the group markers as a guide. It also helps tremendously to be in TeamSpeak.

I absolutely no longer see any reason to get IC. The gear is not BiS, like Orsinium, the tv stones can only get you two items of value (repora and what charcoal?) As Orsinium and TG will all be v16 materials.

The PvP imo is ruined by the insanely overly dense NPC populace, for example I want to run back to where I died, I'll have a train of NPCs behind me if I just go back. Aside from anyone in a guild having instant teleportation or being killed by an NPC gets em out with no fear of loss makes for nothing but onesided ganking.

Players like myself could use it for very quick v16 mat farming, but no longer.

Additional comments: regarding Imperial City it mostly depend of the activity of other players, so it depend of campaign, communities, guild activities and time of the year. Imperial City is not always fun. It really depend of what players are making out of it.

I am not the right person to give advice since only reason I bought Orsirium this "early" is because the crown sale allowing me to get Ors and TG for 20 euro. But IMO Orsirium is the most practical, there you can grind levels, train crafting and probably much more. IC is kind of fun (I have only done the sewers, but it felt nostalgic for me as a casual wow raider). Orsirium I havn't had time to do so IDK about it.

Edit: it also depends on what you like. I also assume you own TG if not get that, you get a new skill line and fun stealth quests (IDK why but the tutorial mission reminded me of the Sly games, and I loved both sly 2 and 3 so that is a good thing IMO)

^ Correct answers right here. I know which of the DLCs is my favorite (although I haven't yet played enough of TG to know if it's in the running to replace my current favorite) but without knowing what elements of the game you do and don't like I can't possibly say which would be your favorite. So what you need to do is subscribe to ESO+ for one month and try them all out. Do not spend the 1500 crowns you get for your 1 month subscription, and instead put that towards the purchase of whichever DLC you decide you like the best.

Unless you have a solid build, you'll find IC more group based. Orsinium is more solo, with some casual grouping for WB fights.

Orsinium is pure PvE, while IC is a mix. PvP is also different in IC, more suited to gankers or small groups. Casual PvPers may become quickly fustrated with it.

There is nothing in IC that can't be gained elsewhere, in Orsinium and TG there are things or items that cannot be gained.

The helms/shoulders can be purchased, the mats can be farmed, xp can be gained better in normal maelstrom runs.

Out of pure utility IC provides only things that can be found elsewhere.

Orsinium all the way in terms of content, with some group area boss's and the maelstorm arena. It Revitalised my interest in ESO after feeling a let down with PvP. Best way is go ESO Plus for two months, save the crowns then buy the one you like. IC is needed for the sewer grind etc if going PvP route but for me Orcland rocked it.

IC was an attempt to merge PvE and PvP. It is visually appealing, but failed completely on a game design level. Basically it is a huge PvE grind that will not only allow but actually greatly reward PvP ganking. Consequently, almost all the action today is divided into:

    1. PvE farming in the sewer areas with the occasional gank squad farming the PvEers and
    2. farming AP ( PvP currency ) masquerading as PvP, primarily in the Arena district ( in other games this would be called kill trading or something similar and get banned )

Do not let the selective videos by some streamers fool you. Actual competitive PvP action in IC is extremely rare these days.

That is not to say it is useless. Personally I like to do the mindless PvE farm sometimes, the PvP farm not so much. I prefer the objective based play in Cyrodiil or I wouldn't be here in the first place.

Orsinium is a very large, ( by now ) very polished and very much improved continuation of the story zones you have in the original game. Including some repeatable content and some good ( rng based ) loot.

Tbh there is really no reason to recommend IC. If you want that kind of gameplay, you very much should consider other games like Blade and Soul or Black Desert Online and I absolutely do not mean that in a condescending way.
