If you're on NA, can you try launching the 32-bit client (just the one that opens automatically when you launch the game) and see if that works?

Note that 2010 can be installed alongside any of the other Redistributable packages for Visual C++. The 2010 means it supplies the libraries to work with programs compiled with VC++ 2010 (as the name might imply). The other redistributable packages are only for programs compiled with the relevant version.

You need DX11 now for both clients. If you want to check whether you have it, press Start then type "dxdiag" and Enter. You should get a window with several tabs. On the second tab (display) look on the left side for "Feature Levels". You need to have 11.0 listed here. Some older cards may only have DX9/DX10 feature levels and they won't work with ESO any more.
so what about the mac client? i read that the 32 bit client will not be supported anymore. Fair and square. but will it still be available?

The 32-bit version of the game will continue to be maintained for the PC client, but only the 64-bit version for the Mac client will be supported moving forward.

so, only 64 bit will be supported in the future from now on. it doesn't say that the old 32 bit becomes unavailable.
