Honestly ZOS made cloak useless. I plan on switching it off my bar when this goes live.
The thing is, magical abilities have more utility than physical ones. It's magic, plain and simple. So when the two deal similar amounts of damage, magic wins over because it delivers more per cast. The way this was balanced in the past was to make physical deal more damage and cost less. We had an identity for both stats: Magicka provides utility and versatility and Stamina provides power and cost efficiency.
Adding abilities like Vigor moves Stamina closer to Magicka and boosting Magicka moves it closer to Stamina, ultimately making Stamina vs Magicka an aesthetic choice. So how do we make Stamina worthwhile without cloning Magicka? Reduce magical damage so physical is superior. Why not buff physical damage? Have you seen the TTK in Cyrodiil?

We could have had Oblivion or Morrowind's core stats that determined your Health, Magicka, Stamina and other things behind the scenes. Instead we have Skyrim's oversimplified and streamlined system. We're stuck working with it unless the Devs intend to Update ESO to 3.0 at some point, so might as well try to balance what we have.
