Health recovery nerfed?

My health recovery appear to have dropped dramatically and I can't work ou why?

Was there a nerf to it I saw nothing in patch notes. Wearing the same armour as before. Changed Mundas and everything. How much health recovery do you guys hit non vamp non Orc/nord/khajitt when naked? What should my base level be because if I were to guess I'm bellow what the base recovery should be or was previously. For a v16

I would laugh if they stealth nerfed the health regen stacking builds that are getting more and more popular while leaving other more ridiculous exploits in the game.

I recently noticed that my Orgnum's Scales 5 piece set was only delivering a 25% boost to Health Regen when it procs instead of 50%... that's ridiculous!

So they stealth nerfed the set? I'll have to get on my tank and see. I know that orgnams didn't really work with drink but none of the sets that increase regen really do, so that's not really a nerf.

.... OK.... I haven't notice anything with my health recovery but if ZOS did stealth nerf I have to ask why ? What about all the other builds that exploit stuff like what 2K stamina and magicka recovery.

Food and drinks have always been applied last in the calculations. So foods were never subject to % boosts to max stats, and drinks were never subject to any regen bonuses from passives, skills, potions, or CP.

I did see that My Argonian Dragon Knight loss 400 points of health recovery after my one month break from the game I don't know when this happened but it makes no sense at all.

I recently noticed that my Health Recovery seems to be stuck as low as it is in Stage 3 or 4 Vampirism and I'm in Stage 1. I was beginning to wonder if my Health Recovery was bugged as well... Has anyone been able to confirm that a bug like that exists?
