Sorry, had to edit my response. I just tried it on a character and the tassets showed up when using a leather top. So yeah, she is in "custom" armor.

It makes me really wonder why ZOS has such a problem with keeping proportions of characters in perspective - this should not be too hard to do for 3D designers.

What REALLY impresses me is the sleeves aren't just painted onto the arms!
I don't know if this bug still exists, but I used to wear the khajiit robe a couple of months ago, and the 'hip flaps' were broken on it, so were inside the actual robe and invisible, could only see the top bit of them poke through once in a while. I was really disappointed when this bug was not present after making new clothes...
Personally I wouldn't mind it so much if we were given a new level of customization in crafting where we could change the shape/size of the pieces such as this. I think of it like the customization of different pieces in the game Spore:
Of course, the parameters of these changes would have to be to a much lesser degree than Spore to refrain from creating things that are too crazy, but it'd make crafting so much more in-depth and add a level of creativity to it. Maybe even add new things crafters could add by way of leveling, finding instructionals' and of course crown store sales.

The tassets really should be part of the BELT and not the pants.

Her armor looks clearly separated into chest, belt and legs.
I haven't seen anyone mention flying elbow caps yet.
