I am having the same issue. Trying to return to ESO on a new computer but the verification code is not being sent to my email. It has been over 24 hours and I have exhausted all other options on the help site. Nothing is working. I was able to login to this forum and receive an email instantly for some reason, but not with the other ESO website or the game. My user ID is Red.Beard
After 48 hours, my issue has been resolved. All they had to do was change my email address from my yahoo account to my gmail account. I then logged in and recieved the verification code instantly. I recommend not using yahoo or aol as your registered email. Other small email domains may have this issue as well.
